Brian Allen, Vice President Government Affairs, Enlyte Pharmacy Solutions

Brian Allen is a nationally recognized policy expert for workers’ compensation and insurance issues across the country. Allen currently serves as Vice President of Government Affairs for Enlyte Pharmacy Solutions team. In this role, Allen provides clients with insight into new legislation and regulations in pharmacy solutions and workers’ compensation. Allen has lobbied nationally for workers’ compensation issues for more than 20 years and has more than 35 years of political experience. Allen is a former elected member of the Utah House of Representatives. He has been instrumental in the development of drug formularies around the country was a contributor to the model drug formulary legislation adopted by the National Council of Insurance Legislators (NCOIL) in December 2019. Allen is a leading voice on opioid prescribing, physician dispensing, and the potential impacts of medical marijuana on the workers’ compensation system.

Adam Fowler, Director of Regulatory Affairs, MyMatrixx

As Director of Regulatory Affairs, Adam leads the MyMatrixx regulatory team as they engage with policy makers and regulatory agencies with the goal of achieving policies that benefit our clients and the injured persons they serve. He also provides education for clients on the latest public policy developments and serves as a subject-matter expert on internal compliance initiatives. Adam has over 16 years’ experience in government relations focused in on the workers’ comp and auto pharmacy and medical benefit management space. He has been active in several industry organizations, including AAPAN, IAIABC, SAWCA, and NCPDP, and he has served as speaker and panelist at various industry events. Adam holds master’s and bachelor’s degrees in political science from the University of South Florida.

Sandy Shtab, VP Industry & State Affairs, Healthesystems, LLC

Sandy Shtab is Vice President of Industry & State Affairs at Healthesystems, leading regulatory engagement with state policymakers, industry groups, and national associations to support access to high‑quality, cost‑effective care for injured workers. With more than 20 years in workers’ compensation across claims, medical management, compliance, and government affairs, she advocates on pharmacy benefits, ancillary services, cost containment, and system modernization. Sandy serves on multiple industry boards and advisory committees and is a frequent contributor to publications produced by Healthesystems and across the industry. A seasoned speaker, she is known for translating complex regulatory issues into practical, actionable guidance.

Lisa Anne Hurt-Forsythe, VP, Government Affairs, AAPAN

Lisa Anne Hurt-Forsythe is the vice president, government affairs for the American Association of Payers, Administrators and Networks (AAPAN). Hurt-Forsythe has over 15 years of workers’ compensation advocacy experience. Hurt-Forsythe represents AAPAN at the federal and state level to ensure that the diverse workers’ compensation and commercial/government health association members are represented and protected by educating, advocating and advancing the legislative and regulatory goals set forth by the board of directors. Previously employed by Coventry, an Enlyte Company as director of government relations, she was responsible for providing national healthcare government relations and advocacy services specific to the workers’ compensation and personal injury protection (PIP) auto sectors and was responsible for drafting bill text, public comments, talking points, and white papers in support of Coventry's strategic goals across all products.
